Toast Nuts: Preheat oven to 350°F (175°C). Toast almonds and hazelnuts for 8-10 minutes. Cool and chop.
Mix Dry Ingredients: Combine nuts, dried fruits, flour, and spices in a large bowl.
Make Syrup: Heat honey and sugar in a saucepan until bubbly and thickened (3-4 minutes).
Combine and Shape: Mix syrup with dry ingredients, press into a parchment-lined 8-inch pan.
Bake: Lower oven to 325°F (160°C) and bake for 25-30 minutes. Cool completely.
Dust: Sprinkle with powdered sugar before serving.
