The beef mixture should be formed into meatballs, and then they should be distributed uniformly on top of the cabbage layer.
A layered appearance may be achieved by covering the meatballs with the leftover cabbage and carrot mixture.
In order to ensure that the top layer of cabbage becomes a lovely golden color while it is baking, drizzle it with a tablespoon of vegetable oil before placing it in the oven.
