- Preheat Your Oven:
- Preheat your oven to 190°C (375°F).
- Prepare the Meat Sauce:
- In a skillet, heat the olive oil over medium heat. Add the finely chopped onions and minced garlic, and sauté until the onions become translucent.
- Add the beef (or chicken) and cook until browned.
- Stir in the chili powder, tomato pasta sauce, chopped tomatoes, and water or vegetable broth. Let the sauce simmer for 15 minutes, allowing the flavors to meld. Season with black pepper to taste.
- Prepare the Cream Sauce:
- In a separate saucepan, melt the butter over medium heat.
- Whisk in the flour until it forms a smooth paste.
- Gradually add the milk, whisking continuously to prevent lumps. Continue cooking and whisking until the sauce thickens. Season with a few pinches of salt.
- Assemble the Casserole:
- In a baking dish, layer half of the potato slices at the bottom. Top with half of the meat sauce and half of the shredded mozzarella cheese.
- Repeat the layers with the remaining potatoes, meat sauce, and cheese.
- Pour the cream sauce evenly over the top layer, ensuring it covers the potatoes and meat.
- Bake:
- Bake the casserole in the preheated oven for 25-30 minutes, or until the potatoes are tender and the top is golden and bubbly.
