1. Prepare the Mashed Potatoes:

- Boil the Potatoes: Place the peeled and quartered potatoes in a large pot and cover with water. Add a pinch of salt and bring to a boil over medium heat.
- Cook Until Tender: Reduce heat and simmer for about 20 minutes, or until the potatoes are tender when pierced with a fork.
- Mash the Potatoes: Drain the potatoes and return them to the pot. Add the milk and butter, then mash until smooth and creamy. Season with salt and pepper to taste. Keep the potatoes warm by covering the pot.
2. Cook the Ground Beef:
- Brown the Beef: In a large skillet, cook the ground beef over medium-high heat until browned and no longer pink. Drain excess fat.
- Add Onion and Garlic: Add the chopped onion and minced garlic to the skillet with the beef. Cook for about 5 minutes, until the onion is softened.
3. Make the Gravy:
- Incorporate Flour: Sprinkle the flour over the beef mixture and stir well. Cook for an additional 2 minutes to remove the raw flour taste.
- Add Broth and Worcestershire Sauce: Gradually stir in the beef broth and Worcestershire sauce, scraping up any browned bits from the bottom of the pan. Bring to a simmer and cook for about 5 minutes, until the gravy thickens.
- Add Vegetables: If using, add the frozen peas and carrots during the last few minutes of cooking. Season the gravy with salt and pepper to taste.
4. Serve:
- Plate the Dish: Spoon the mashed potatoes onto serving plates and top with the ground beef and gravy mixture.
- Enjoy: Serve hot and enjoy the comforting flavors.
