  1. Preheat the oven to 350°F (175°C). Cook the pasta according to package instructions. Reserve the drained liquid.
  2. In a large pan, heat the canola oil over medium heat. Add minced garlic and chopped onion, sauté until the onion becomes translucent. Add the lean ground beef to the pan. Break it apart into smaller pieces while cooking to ensure even cooking. Remove any excess fat.
  3. In a separate bowl, combine milk, condensed mushroom soup, and condensed tomato soup. Mix until smooth.
  4. Combine the cooked pasta and beef with the soup mixture. Season with salt, black pepper, and paprika. Mix well to combine.
  5. Transfer the mixture to a greased casserole dish. Optionally, sprinkle shredded cheese on top for added flavor. Garnish with parsley and paprika.
  6. Bake in the preheated oven for approximately 30 minutes, or until the casserole is hot and bubbling.
