Instructions:
Combine Ingredients: In a large bowl, mix mashed potatoes, shredded cheese, flour, Parmesan, chives, sour cream, and salt.
Add Eggs: Beat eggs into the potato mixture.
Shape Puffs: Form mixture into small balls or patties.
Cook:
Baking: Preheat oven to 400°F (200°C). Bake puffs on parchment-lined baking sheet for 15-20 minutes, or until golden brown and crispy.
Frying: Heat oil in a skillet. Fry puffs in batches until golden brown and crispy. Drain on paper towels.
Serve: Enjoy warm with your favorite dipping sauce.
