Step 1: Brown the Meat and Sauté Aromatics

Add stew meat, diced onion, and diced green bell pepper (if using).
Brown meat on all sides and cook until onion softens, about 5-7 minutes.

Mix well to coat meat and vegetables.
Step 3: Thicken and Add Liquid
Sprinkle flour over the meat mixture, stirring to avoid lumps.
Pour in water or chicken stock and mix thoroughly to form a sauce.
Step 4: Simmer
Bring to a boil, then reduce heat to low.
Cover tightly and cook for 1½ hours or until meat is tender. The longer it simmers, the richer the flavor.
Step 5: Adjust Seasoning and Serve
Taste and adjust salt, pepper, or cumin if needed.
Serve hot with warm flour tortillas, fluffy rice, or creamy mashed potatoes.
