Preheat oven to 400°F (200°C) and line a baking sheet with parchment paper. Cook the ground turkey or beef in a skillet over medium heat until browned, about 6 to 8 minutes. Drain off any excess fat. Add the taco seasoning and a little water according to the package instructions. Simmer until well coated.
Crisp the tortillas:
Lightly spray both sides of the tortillas with cooking spray.
Place them on the prepared baking sheet and bake for 5 to 7 minutes until crisp. Turn them over halfway through baking for even crispness.
Assemble the pizzas:
Spread a thin layer of refried beans on each tortilla.
Top with the seasoned meat mixture.
Sprinkle a layer of shredded cheese on top. Add a second tortilla on top (optional) for a true layered pizza, or opt for a single-layer version to save points.
Bake the pizza for another 5 to 7 minutes until the cheese melts.
Top with taco sauce or salsa, diced tomatoes, green onions, and cilantro.
Serve warm with a dollop of sour cream, if desired.
