Heat olive oil in a large pot over medium-high heat. Add half of the beef cubes, season with half of the salt and pepper, and sear for about 5 minutes until browned. Repeat with the remaining beef cubes. Set aside.
Reduce heat to medium-low. Keep the grease in the pot and add diced onion. Sauté for 5 minutes.
Add minced garlic, brown sugar, and Italian seasoning. Sauté for 2-3 minutes until fragrant.
Pour in beef broth, tomato paste, bay leaves, water, and Worcestershire sauce. Return all beef cubes and juices to the pot.
Bring to a boil, cover, and reduce heat to medium-low. Cook covered for 1.5 hours.
Add carrots and potatoes, cover, and continue cooking for another hour or until vegetables reach desired tenderness. Optionally, add Thai chili and green pepper.
