Cook the Orzo & Broccoli
In a large skillet or saucepan, heat olive oil over medium heat.
Add minced garlic and red pepper flakes, sautéing for 30 seconds until fragrant.
Stir in the orzo pasta and toast for 1-2 minutes until lightly golden.
Pour in vegetable broth (or chicken broth) and bring to a simmer.
Add the broccoli florets, cover, and let cook for 8–10 minutes, stirring occasionally.

Once the orzo is tender and the liquid is mostly absorbed, reduce the heat to low.
Stir in heavy cream, Parmesan cheese, butter, salt, and black pepper.
Mix well until the cheese melts and the sauce becomes creamy.
