Combine cold mashed potatoes with shredded cheese, beaten egg, chopped green onions, salt, pepper, and garlic powder in a mixing bowl. Mix until just combined.
Shape the Puffs
With slightly wet hands, form the mixture into 1½ inch balls. If too soft, refrigerate for 30 minutes.
Coat with Breadcrumbs
Roll each ball in breadcrumbs until fully coated. Lightly press to help crumbs stick.
Prepare for Baking
Place balls on a parchment-lined baking sheet. Brush lightly with melted butter.
Bake to Perfection
Bake at 190°C (375°F) for 20–25 minutes until golden and crispy. Use broiler for extra browning if desired.
